General concepts:
- Must be denominated in US dollars.
- Takes effect in 1 year, or 120 days after issuance of regulations, whichever comes first.
- Banks can issue stablecoins. So can non-bank issuers.
- Stablecoins are supposed to be backed by liquid assets of T-bill quality. If there's trouble, it will be in that area. For current stablecoins, USDC might qualify, but USDT and USD1 (Trump's coin) don't seem to have the hard backing required.
