I'm extremely skeptical that this could be very effective for anybody who doesn't have a large legal fund (a license is only of value if you can afford to enforce it in court), but I'll keep some amount of hope anyway.

In some way it's similar to some of the provisions in the Digital Markets Act in the EU - when it comes to user's wanting to share data, organisations have to provide it to them for free; but if a company wants access to the data for their customers directly then there can be a commercial agreement and fee involved.

Think sharing your electricity usage with a company selling power solutions at home, they could get agreements to access this data on behalf of people using essentially peer-to-peer API services.
