Here on the gulf coast, volunteer orgs are among the first responders to hurricane events. They're good at handling the first 10% of what needs doing by supplying necessities and emptying out flooded residences.

That's about the limit of what they can do. And even that is increasingly stressed as 1-per-15yr cleanups transition into 2x/yr cleanups.
