Why Are Some Places Cracking Down So Hard on E-Bikes, and Is It About Fuel Tax?

There are so many horrible and dangerous e-bike riders around these days that I really wish my town would crack down on them a bit. It's getting so bad that they're increasingly driving everyone else off of the bike paths.
