SharePoint List Views sometimes tabbed, sometimes a dropdown

The MS SharePoint interface sometimes loads with a tabbed menu for views, and sometimes with a dropdown menu. It has been like this for more than one year. No one seems to know why. It's completely random per user and per page load. Maybe it's an a/b test that they set up and forgot about it?
