Does CPS Investigate One Third of All Children in the US?

AS always, one should not forget Pournelle's Iron Law. CPS as an organization has an interest in finding abuse, and no interest in reducing it.

That creates a picture of a government structure that does it's job well. I am not sure what in this text should lead people to become concerned.
