Companies doing QC on boards should be held accountable for not soldiering

I just don't get it. I keep seeing product after product that I have to repair, the manufacturer supplies those points for soldering and YET the assemblers don't solder it, it breaks. If its an internal part MAYBE, but many of these are USB and HDMI ports. Also, why the heck are so many chargers missing half of the safety circuit? Does QC really ok this stuff, if so quality really has gone down. I see a "QC OK" sticker stuck to a shorted plastic mold which is covered by the sticker LOL. How any Quality Control would be OK with their test piece being half-assembled is beyond me. The only thing I can think of is that people are ordering from shady places that operate in a rented space for 30 days and then move to another city and change names. Gotta be right? no legit business could get away with this...? At least, I hope not!
