Unicode – Why does modern Perl avoid UTF-8 by default? (2011)

I think it’s still mostly true for Perl 5 in 2025, but raku did change a lots of defaults.

Few people use raku, though, while Perl 5.32+ comes pre-installed mostly everywhere (except windows).
