Well the "good" news is tourists from Canada and Europe are avoiding the US so there are fewer people entering for CBP to process. So the workload balances out!

I think you're just being facetious.

But I feel serious tonight, and the workload doesn't balance out. One person causes more work than one parcel, but the number of parcels is large and so is the additional workload.

Yes, but keep in mind that when talking about customs it's not just about tourist traffic, but also raw material imports that arrive via ship.

Sure, but the article doesn't even touch on how much more they're taking home in bribes. Now that our government is transitioning to being plain old organized crime, these aspects should be part of the coverage.
