Google's RCS disconnected in several countries

There are several reports from Google Messages users who have been suddenly disconnected from RCS in the past few days. They are in Kenya, Uganda, Ghana, Pakistan, Bulgaria... a few examples:

It's not clear whether it's a widespread bug or if Google has started disconnecting MNOs that aren't interested in RBM, which, to my understanding, is the condition behind Google running Jibe and providing P2P messaging for free.
